Proposed 176th St Development to go to Council

PROPOSED DEVELOPMENT AT HIGHWAY 1 & 176th St. 

YOU REALLY NEED TO BE CONCERNED!

On Thursday January 7, 2010 we received a telephone call from the City of Surrey Planning Department, indicating that a corporate report is being sent to City Council on Monday, January 11, 2010 indicating that the Proposed Development at Hwy 1 and 176th can now be considered for Third Reading. In effect what has transpired, unannounced to us as a community, is that the developer is prepared to go before City Council with a revised plan. Although the developer met with the FHCA Executive and made some changes, MUCH MORE needs to be done. Here are the key issues that are still of concern:

Density Too High
While the developer reduced the number of households from 841 to 698, this is still unjustifiably high density. When the community was consulted in an Open House in June 2008, a total of 518 units were shown – 698 units are 35% more!

There is great concern about the impact of such density on existing infrastructure, including the school system. Fraser Heights Secondary School is well in excess of its capacity, and this development will inordinately impact on the present complex.
Additional concerns about density include the lack of recreational facilities and park land to support such an increase in population. While Tynehead Regional Park has been offered for this area, users must cross two busy highways to access it, making it inaccessible for children and dangerous for adults.

Road Access / Traffic
This development is going to seriously impact our community, and the promised traffic study has still not been presented to us.

Look and feel of the development – integration into the community
The community has great concern about two aspects of the look and feel of the development: 1) the absence of control over the drawings regarding style, character and building quality, and 2) the lack of green space due to building density.

Commercial Site
The main concern here is the economic viability of such a large commercial component in a small community.

Process
The community requested an Open House so that all residents could see the impact of the proposal. This is particularly important as this will be the first location in Surrey that is being proposed for 6-storey wood structures.

  • Call each member of City Council (refer to list of Mayor & Councillors below) and express your concerns with any of the issues above. If they are unavailable, please leave a voice mail message with your concerns and your telephone number to allow them to return your call.
  • Email each member of City Council (refer to email addresses of Mayor & Councillors below) and express your concerns and issues in writing. You can use a variation of what is written above, but it is best to express your concerns in your own words.

Gateway Open House – Dec 9 2009

Please be advised that the Ministry of Transportation and Infrastructure is holding an open house to view and discuss the plans for the Port Mann/Highway 1 Improvement Project as it pertains to the impact on Fraser Heights. Specifically, topics to be discussed include upcoming traffic detours, long-term designs for 152nd Street, 156th Street and 160th Street interchanges, as well as long-term noise mitigation and landscaping options for the community of Fraser Heights between 152nd Street and 164th Street.

The open house is scheduled for the following date and time:

Last week some directors of the FHCA attended a preliminary meeting to view the plans. Some notes from that meeting:

  • Gateway plans to use berms and 3 metre noise walls along the 154th – 156th St and 156th – 158th Street corridors.
  • There are no plans for noise walls in the area from Fraser Glen to 164th St. The only noise abatement planned in that area is the existing line of trees and some additional landscaping plants. Gateway feels that the houses along this stretch are sufficiently set back from the highway such that additional noise mitigation measures aren’t necessary.
  • Gateway is not planning on using noise reduced pavement anywhere along the Fraser Heights stretch of highway. They argue that it would be too costly to maintain given the volumes of traffic.
  • Access to Highway 1 from 110th Ave/152nd Street will be closed permanently in late January or February 2010.
  • A public meeting to discuss the area between 168th and 176th Streets will be held in the spring.

Fraser Heights Community Association Meeting

November 18, 2009

Genevieve Garceau is the police constable assigned to the Fraser Heights area

  • Please be sure to report any and all incidents of a police nature to the RCMP. Many people fail to report thefts from autos and other petty crimes but without these reports, the RCMP cannot create profiles of the area and do not have statistics that help Surrey determine the level of policing required for the whole city.
  • Draco’s café (168th Street and 104th Ave. has been broken into several times so they are selling their business

RF rezoning

  • The Surrey Rate Payers Association was formed last summer to try to get the restrictions removed for the sizes of houses allowed on city lots.
  • There were 4 open houses held in order to get input from residents of Surrey. These open houses were well attended. The results were to allow people to apply on a neighbourhood by neighbourhood basis rather than give a blanket approval for the City of Surrey
  • These very large houses were slated to have 2 to 4 secondary suites rented out or for family usage

Port Mann Gateway Project

  • There will be an open house on December 9th at the Guildford Sheraton Hotel. If you have any concerns in regards to berms for sound mitigation or closures, decisions about the corridor from 152nd to 164th are being made now so please attend this open house. The time of the meeting will be posted in the local newspapers. The Sheraton Guildford will provide free parking to all residents who back onto the freeway – all other residents/attendees will have to pay for parking at the hotel or park at Guildford and walk the block to the hotel.

Traffic Issues

  • 156th Street between 108 to 112 Ave. has a crumbling soft shoulder. This has been reported to the City and we are awaiting their reply as to when we can expect them to fix the sides of this road.

Development at 176th Street and Highway 1

  • This project went for a 3rd hearing in September 2009. The vote to pass the plans (the map attached to this email) was tied so Mayor Diane Watts broke the tie and voted against this development as it stands.
  • In 2008, the proposal was for 541 units. This number has risen to 841 units as of September 2009.
  • The proposed development is for 5 buildings that are 6 stories high, 5 buildings that are 4 stories, 3 Retail buildings and a gas station (please see the map for more details). All buildings will be wood framed.
  • The exit for this project will be via an overpass across 176 Street to 100th/Barnston Road that runs from 176thStreet to 168th Street and around Pacific Academy.
  • The concerns were: limited access/exits, high density population (that will be one of the highest population rates in Surrey per square area). Trans Mountain Pipeline has a right of way across this development so this restricts how much of the land can be developed.
  • Concerns were that, since not all the retail space was rented out at 168 Street and 104 Ave that it might be difficult to rent out any retail space in this development since access would be quite limited.
  • This development will have 1200 spots for parking
  • There will be no access to the South Fraser Perimeter Road that is going to be going in.
  • Concerns were that this development might be like the Little Mountain development in Vancouver that was recently taken down
  • No transit is slated to service this area at this point in time

Large Home RF Rezoning – Feedback

The City of Surrey has completed a series of open houses for a rezoning application in response to a request to remove the limit on maximum floor area on lots greater than 6,028 sq. ft., allow secondary suites, and allow more vehicles to park outside homes. While the open houses are complete there is still an opportunity to provide feedback to the City of Surrey Planning Department. The survey is available as a pdf document that must be completed and returned by Friday, Nov 20th, 2009.

Rezoning to Allow Larger Homes

In the summer of 2008 a group of residents, primarily from Newton and Whalley, formed an association – The Surrey Ratepayers Association, which petitioned the City to make changes to the Single Family Residential (RF) Zoning restrictions. Their requested changes include:

  1. For lots in excess of 560 square metres (6,028 square feet), the house floor area restriction be removed;
  2. For lots in excess of 560 square metres (6,028 square feet) the house size only be subject to the current 40% maximum lot coverage restriction and the 9-metre (30 feet) maximum building height (i.e., that there be no maximum floor area );
  3. The restriction on outdoor parking be revised to allow four vehicles plus a house trailer, camper or boat; and
  4. One secondary suite be allowed upon general application to build a house.

The City planning department presented 3 alternatives to City council and recommended the second. The following excerpt, describing their recommended option, is from their report to council.

Option 2 – Modify the RF Zone by increasing the maximum floor area (i.e., house size), the floor area ratio (FAR) and the lot coverage allowance and include covered decks, covered patios and double height rooms in the FAR and floor area calculations.

Pros:

  • Moves towards addressing the requests expressed by the Association;
  • Addresses the demand for larger houses to accommodate extended families;
  • May reduce the amount of unauthorized modifications to houses and thus result in fewer stop work orders and less related administration;
  • Facilitates more efficient use of land;
  • Eliminates to some extent the perceived inequities for owners of over-sized RF-zoned lots; and
  • More consistent with the approach taken by other Metro Vancouver municipalities in relation to calculating density on single family lots.

Cons:

  • Will apply City-wide and may result in the construction of houses that are out of context with a neighbourhood, which will bring complaints from others in the neighbourhood;
  • Inconsistent with the changes that were made by the City in 1988, 1991, and 1995 to address complaints regarding the construction of large houses and, therefore, may be contrary to the wishes of many of the owners of RF-zoned lots;
  • Inequities will remain between over-sized RF-zoned lots since a floor area restriction will remain in effect, although will be increased; and
  • Public reaction is unknown

The full report includes a detailed background of the proposal, analysis of the petitioners and comparisons to other lower mainland municipalities. It is worth reading to get a better understanding of the issue and to see the other options the planners have presented to Council, though not recommended. 156th Street Underpass Update

A request has been sent to City Council to hear our concerns regarding the levels of mitigation along the 156 Underpass corridor. We will keep you posted as to when and if they will allow this matter to be brought before the Council.

Mailbox Thief Arrested

Earlier this week the RCMP arrested a man suspected of being the mail thief who has been targeting Fraser Heights mailboxes for the past few months.

This is great news of course but we shouldn’t let down our guard lest other thieves pick up where this one left off. As Staff Sergeant MacAulay stated at Tuesday’s FHCA meeting, identity theft is a big problem in Surrey so it is important that we continue to be vigilant and take measures to protect ourselves such as emptying the mailbox daily.

The good work by the RCMP in this case is greatly appreciated.

South Fraser Perimeter Road Update

SFPR granted EAO certificate on July 24 with many pages of “commitments and assurances” made by the proponent. Work has already begun on some Surrey portions, and full construction should begin in 2009 with full completion in 2012.

I am very disappointed in the lack of detail for mitigating the bulk of the concerns that have been raised by the FHCA and other commenting parties.

The common response is to “monitor” most areas of concern, with little detail how concerns, once validated, would be dealt with.

Two of the largest areas that will impact Fraser Heights are;

  • Air Quality – Still trumpeting that overall air quality in the “airshed” will be higher as a result of stricter vehicle emissions and better traffic movement. No mention that air quality in relative proximity to the road will suffer . In regard to lifetime cancer risk, “…the Project will reduce thesize of the areas affected…”
  • Noise – proponent will follow MoTH guidelines, and has agreed to monitor for 1 year post completion.

There are many other areas of concern, and I have not had a chance to review the certificate in its entirety.

Mailbox Theft in Fraser Heights

Please be advised that there have been several reported incidents of thefts from neighbourhood mailboxes in Fraser Heights. One resident observed a man, very relaxed in his approach but not wearing a mail carrier’s uniform, taking mail from one of the boxes. The individual is apparently using a master key. He is described as approximately 35 years old, dark haired, dark skinned and driving a red Toyota or Datsun (Nissan?) car.

The RCMP have been notified as has Canada Post. Last week the police took down a credit card/identify theft operation in Fleetwood that may or may not have been connected to the thefts in our neighbourhood.

Please be vigilant and if any suspicious activities are observed contact the police immediately.

156th Street Underpass Opening – May 1st

Note, the opening of the underpass will have a significant impact on Fraser Heights. Residents who travel back and forth to Guildford will benefit of course but residents living in close proximity to the underpass will be faced with increased traffic and the problems that come with it. Over the past year the FHCA has worked closely with affected residents and the City to try to ensure that residents’ concerns were addressed.

At the last FHCA general meeting, with representatives of City Engineering and the RCMP in attendance, it was agreed that since there wasn’t an effective means of tracking all safety incidents that aren’t reported to the police, that the onus would be on residents to monitor and track crime and safety incidents that are directly attributable to the opening of the new underpass. To that end it is suggested that residents report such incidents to the FHCA through the feedback link on this website. Of course RCMP and the City of Surrey should also be notified when appropriate but the FHCA is interested in ALL incidents so that a complete picture can be provided to the city in the future.
