HEIGHTS<\/span><\/strong><strong><span style=\"text-decoration: underline;\"> COMMUNITY ASSOCIATION MINUTES<\/span><\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\">November 12, 2013<\/span><\/strong><\/p>\n<p>\u00a0<strong>President\u2019s report<\/strong><\/p>\n<ul>\n<li>Web site \u2013 <a href=\"http:\/\/www.fhca.ca\/\">www.fhca.ca<\/a><\/li>\n<li>Lindsay Ryerson, president<\/li>\n<li>FHCA is a volunteer organization \u2013 we volunteer our time to represent the community<\/li>\n<li>If you have problems in our community, please send your information to us and we will look into these issues (go to Contact Us on the fhca.ca website).<\/li>\n<li>If you are not currently on the email list, go to our website and sign up.\u00a0 We only send out about 6 announcements a year.\u00a0 This is our primary site to collect comments from residents about community issues so we know about them and can send them on to the City.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Treasurer\u2019s report<\/strong><\/p>\n<ul>\n<li>Financial statement \u2013 total account balance is $3932.18<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Police and Security \u2013 Staff Sargent Dean Scott<\/strong><\/p>\n<ul>\n<li>Dean Scott, Div 2 commander for the RCMP (for the past 3 years), was assigned to this area.\u00a0 Dean is at the RCMP office at 5 every morning so contact him with any concerns you might have \u2013 he is excellent at answering emails or forwarding them to the appropriate departments. \u00a0His email address is <a href=\"mailto:dean.scott@rcmp-grc.gc.ca\">dean.scott@rcmp-grc.gc.ca<\/a>.<\/li>\n<li>Dean Scott was chosen as Police Officer of the year \u2013 Congratulations!<\/li>\n<li>He will be transferred to the Ridge Meadows RCMP detachment on December 13<sup>th<\/sup> but will be available to help the new officer filling his position in the Surrey detachment so there is a smooth transition.<\/li>\n<li>Recovery houses had been a problem in FH but bylaws have helped crush them<\/li>\n<li>Theft from autos at the 103 Ave\/160 Street Park and Ride \u2013 There were 2 incidents in Nov and 3 in Oct.\u00a0 Cars older than 2000 should have a club (ICBC and the RCMP have some to give out, if you can\u2019t afford one).\u00a0<\/li>\n<li>Go to the RCMP website to see how to prevent theft from your vehicle \u2013 keep everything out of view.\u00a0 Photocopy your vehicle registration, white out the address and keep that copy in your car.\u00a0<\/li>\n<li>Commercial vehicles should not be parked on the street as tools are regularly stolen from these vehicles then those stolen tools are used for crime.<\/li>\n<li>Break and enters of homes in FH are usually below the norm with occasional spikes.\u00a0 Look at RCMP website as to how to safeguard your house.<\/li>\n<li>People living near the Tynehead pedestrian overpass have reported that there are drug deals taking place on the Fraser Heights side of the overpass.\u00a0 They also reported motorcycles driving across the overpass.<\/li>\n<li>In order for the City bylaw to come into play, the land\/overpass needs to be signed over to the City so fines can be issued for offenses such as drinking and drugs.\u00a0<\/li>\n<li>Tynehead Park needs a very definite close time to try to keep crime from the park and from coming across the overpass to Fraser Heights.\u00a0 Overpasses tend to be crime generators.\u00a0 Don\u2019t confront these people if you see them doing something illegal but do report the incidents to the RCMP.\u00a0 Get licence plate numbers, if safe to do so.\u00a0 If you don\u2019t report it, there will be no record of it and the incident(s) will be as if it (they) didn\u2019t happen.\u00a0 Call the Non-Emergency RCMP number <strong><span style=\"text-decoration: underline;\">604-599-0502<\/span><\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Member\u2019s corner:<\/strong><\/p>\n<ul>\n<li>There are 2 group homes for adults with physical and mental challenges by 100<sup>th<\/sup> Ave\/ 173 Street.\u00a0 It seems like these people are not being supervised.\u00a0 The Ministry needs to be notified as these two homes are rehabilitation establishments.\u00a0 Residents of these homes have been found wandering around in the dark.\u00a0 Bylaws need to be informed if residents not adhering to laws.\u00a0 Contact Jas Rehal in bylaws with any concerns.<\/li>\n<li>Mail box break-ins \u2013 watch your mail boxes for signs of tampering.\u00a0 Make sure you pick up mail on a regular basis.\u00a0 If you notice people loitering or unusual activity, report this to the police.<\/li>\n<li>Copper theft from light standards \u2013 the City is now going to replace the stolen wire with aluminum as it can\u2019t be processed or sold when stolen.\u00a0 New construction houses, wire\/metal theft has been an ongoing problem.\u00a0<\/li>\n<li>Theft of wire \u2013 if anyone sees the access panels at the bottom of the light standards missing, please contact the RCMP and give the location of that light standard.\u00a0 Trucks, looking like legitimate company trucks, come and remove the panels one day then come back the next day to remove wire. \u00a0<\/li>\n<\/ul>\n<p>\u00a0<strong>Traffic issues:<\/strong><\/p>\n<ul>\n<li>HOV lanes on the west side of the Port Mann are in operation from 7 a.m. to 6 p.m. \u00a0Between 6 p.m. and 7 a.m., any vehicles may travel in them.\u00a0 On the east side of the Port Mann (our side), the HOV lanes are in effect 24\/7.<\/li>\n<li>156 Street\/108 Ave intersection &#8211; the City of Surrey has sent counters to monitor this intersection.\u00a0 It is close to warranting a signal or round-about.\u00a0 The City appears to be more in favour of a roundabout.\u00a0 With the number of pedestrians using this intersection, they feel a round-about is safer.\u00a0 Residents with a preference for either a round-about or traffic light should email their comments to Jamie Boan at City of Surrey (jaboan@surrey.ca).\u00a0 Come January, they\u2019ll be looking at this intersection.\u00a0 If a round-about is put in, land will have to be expropriated.\u00a0 If a traffic light is installed, the wiring is already in place and no land will have to be acquired to install this.<\/li>\n<li>Rick Sparrow attended a City meeting and the general consensus was there was not enough space to install a round-about.\u00a0 Translink has found it is difficult for the large city buses to navigate the round-about at 158 St (many go over part of the round-about when heading east on 108 Ave).\u00a0 When the 337 bus is full on 108 Ave in the morning commute, instead of completing the route, they continue down 108 St to 156 Ave to turn left onto 156 Street (leaving people behind at the last 4 bus stops in FH). They would not be able to make that tight of a turn if a round-about was put in.<\/li>\n<li>A resident asked if we could put a comment section on our website about the 108 Ave\/156 St intersection.\u00a0 It would require the name and address of those making comments to for validity.<\/li>\n<li>There should be another traffic infrastructure meeting in January.<\/li>\n<li>156 St between 110 and 112 Avenues \u2013 the road is rough, asphalt is coming up \u2013 this should be further discussed in January.\u00a0 Some of land on either side is undeveloped or are older properties that will be developed.\u00a0 The City owns Northview Park and this section of road should be their responsibility.\u00a0 The City worried there would be speeding if the road was good.\u00a0 The only sidewalk is piecemeal and there is a large ditch on the one side.\u00a0 If you have any comments, contact the board of directors of FHCA.<\/li>\n<li>City of Surrey \u2013 there should be a walkway on Barnston Drive, on the Pacific Academy side \u2013 from 168<sup>th<\/sup> to 172<sup>nd<\/sup> Streets.<\/li>\n<li>South Fraser Perimeter Road (SFPR) \u2013 once completed, we should be able to go from FH to Roberts Bank.\u00a0 Ed Sanders stated that, by end of Dec, they are expecting the SFPR to be fully open.\u00a0 Roadways to Delta will be open in December.\u00a0 176<sup>th<\/sup> Ave to Scott Road Park and Ride seems narrow but in the agricultural area, it is much wider.\u00a0 The area around Roberts Bank will be the last to be completed.\u00a0 No toll is expected to be charged.<\/li>\n<li>Residents have requested better signage at 104 Ave and Hwy 15 south to come into Fraser Heights as people have missed this turn and ended up by King George Hwy before being able to turn around.\u00a0 There will be changes at the intersection &#8211; the trucks will turn left to head to Hwy 15 south.\u00a0 The Jug handle will be replaced by a right hand turn lane that will take motorists up to 104 Ave.<\/li>\n<li>The Golden Ears Connector will connect Highway 17 through Daly Road to the Golden Ears Bridge. There will be a lighted intersection at 177A, and an ingress point to Barnston Island at that intersection. Daly road will be paved as far as 179 by the end of the year. Work is expected to begin as early as Feb 2014 for the Golden Ears Connector.<\/li>\n<\/ul>\n<p>\u00a0<strong>Recycling facility:<\/strong><\/p>\n<ul>\n<li>The Application for a Recycling Depot at 104 Ave and 173 St was not supported by council.\u00a0 The information meeting that was held was well attended and people in the community submitted their comments to the City.<\/li>\n<li>The City received a lot of communication from our community and the industrial businesses around 104 Ave\/173 St.\u00a0 Petitions were submitted by groups of residents.\u00a0 Due to the amount and nature of input, the City of Surrey will not support this application.\u00a0 At this point in time, the Recycling Depot, as proposed, cannot proceed.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Fraser Heights Secondary School Extension<\/strong><\/p>\n<ul>\n<li>At this point in time, the new addition will not be ready till spring break as there are a number of inspections that have to be done once the building is completed.<\/li>\n<\/ul>\n<p>\u00a0<strong>Fraser Heights Recreation Centre community events<\/strong><\/p>\n<ul>\n<li>Cindy and Jacqueline from the FH Recreation Centre \u2013 2 events for residents \u2013 Mon Dec 2 9 a.m. to 9 p.m. \u2013 community appreciation day \u2013 3 trees to decorate (ideas are for interests e.g. shoelace for running, preschool items etc. bring your decorations<\/li>\n<li>Breakfast with Santa at the Rec Centre is Saturday Dec 7 from 9:30 to 11 a.m. 7 Sat.\u00a0 In addition to breakfast, there will be crafts, playtime and a visit from Santa.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Other community news:<\/strong><\/p>\n<ul>\n<li>The City is looking into instituting a Food truck program in Surrey.\u00a0\u00a0 There will be two open houses at the City Centre Library for residents on Monday Nov 18 from 1:30 to 4:00 and Monday Nov 25 from 3:30 to 7.\u00a0 More information can be found at <a href=\"http:\/\/www.surrey.ca\/food\">www.surrey.ca\/food<\/a><\/li>\n<li>Rotary club \u2013 George Pedersson is the President of the Rotary Club of Surrey-Fraser Heights.\u00a0 If you would like to know more about the rotary club in FH, contact George by phone at 604-809-1157 or by email at <a href=\"mailto:gpederss@direct.ca\">gpederss@direct.ca<\/a>.\u00a0 Their club website is <a href=\"http:\/\/www.rotary.org\/\">www.rotary.org<\/a> (they are District 5050).\u00a0 See Sept 18, 2013 minutes for more information on the Rotary club.<\/li>\n<li>Train noise \u2013 CN and other carriers do not seem to be willing participants in having a discussion about the train noises.\u00a0 There appear to be more trains running per day and they seem carrying heavier loads than 5 years ago.\u00a0 Whistles are being blown in the middle of the night.\u00a0 Panorama Ridge Association was successful at reducing the noise from trains.<\/li>\n<\/ul>\n<p>\u00a0<strong><span style=\"text-decoration: underline;\">\u00a0<\/span><\/strong><strong><span style=\"text-decoration: underline;\">Next Meeting will be Wednesday February 19, 2014<\/span><\/strong> in the theatre at Fraser Heights Secondary School at 7 p.m. \u00a0\u00a0\u00a0<\/p>\n<p>Last meeting of the school year will be May 7<sup>th<\/sup>, 2014<\/p>\n","protected":false},"excerpt":{"rendered":"<p>FRASER HEIGHTS COMMUNITY ASSOCIATION MINUTES November 12, 2013 \u00a0President\u2019s report Web site \u2013 www.fhca.ca Lindsay Ryerson, president FHCA is a volunteer organization \u2013 we volunteer our time to represent the community If you have problems in our community, please send &hellip;
