Community Fraser Heights Scouting Bottle Drive

Fraser Heights Scouting Group will be holding the January bottle drive on Saturday, January 31, 2009. Please donate your returnable bottles by dropping them off at Fraser Wood school (visitors lot), 10650 - 164th Street, from 9.30 am to 12.30 pm Many thanks for your continued support of our programs!

An extra special thank you, and our apologies for inconvenience, to anyone who attempted to bring donations on January 10, our originally scheduled date. Poor weather and driving conditions caused us to postpone the bottle drive until the end of the month.

News 156th St Underpass Update

A request has been sent to City Council to hear our concerns regarding the levels of mitigation along the 156 Underpass corridor. We will keep you posted as to when and if they will allow this matter to be brought before the Council.

News SFPR Update

South Fraser Perimeter Road Update

SFPR granted EAO certificate on July 24 with many pages of “commitments and assurances” made by the proponent.  Work has already begun on some Surrey portions, and full construction should begin in 2009 with full completion in 2012.

I am very disappointed in the lack of detail for mitigating the bulk of the concerns that have been raised by the FHCA and other commenting parties.

The common response is to “monitor” most areas of concern, with little detail how concerns, once validated, would be dealt with.  

Two of the largest areas that will impact Fraser Heights are;
  • Air Quality -   Still trumpeting that overall air quality in the “airshed” will be higher as a result of stricter vehicle emissions and better traffic movement.  No mention that air quality in relative proximity to the road will suffer .  In regard to lifetime cancer risk, “…the Project will reduce thesize of the areas affected…”
  • Noise – proponent will follow MoTH guidelines, and has agreed to monitor for 1 year post completion.

There are many other areas of concern, and I have not had a chance to review the certificate in its entirety.

News 156th St Underpass Update

156th St Underpass Update
 
The City response from City Engineer Vince LaLonde’s desk (noted below)  states the Engineering Departments position on the questions regarding:
  • Concrete Fencing along the east side of 156A between the freeway and  108th Ave.
  • Pathway access leading from 156 St.  into the east side neighbourhoods of;  107, 107A, and 106A  Avenue.
Although Mr. Lalonde and his Engineering Department  have attended many meetings with the Fraser Heights Community Association, as well as with the residents directly affected, the City’s position remains unchanged.
 
The 156 St. Underpass representatives from FHCA will be attending City Council in the near future to bring this issue to the forefront.  It is our desire to present it at the October 6th  City Council  meeting.

“ The City position has been consistent in that the 156 Street underpass in addition to providing improved accessibility for the residents of Fraser heights, the project should support walkable communities, discourage the use of short single-occupant vehicle trips, and support sustainability, by retaining the existing walkway connections (Existing walkway connections to 156 Street are located at 107 and 107A avenues).

As we indicated by letter to the area residents this spring (see letter attached) continuous concrete fencing would not be an option, the walkways would remain open, but that extensive landscaping would be provided for enhanced aesthetics and screening of the cul-de-sac ends from 156 Street.  Along with some of the other issues of pedestrian accommodation/safety the City also committed to monitoring conditions following the opening of the underpass, and to consider additional modifications depending on the actual conditions.

We acknowledged in June, that the neighbourhood petition By Jas Khera indicated a very high level of support for no walkway connections whereas, the confidential survey conducted by the City earlier had not shown such a neighbourhood opinion. We had advised at the time that in order to close a walkway we would need first to do a confidential survey again and that some time needed to pass before we would commit to doing one. We had also committed to not build anything related to the walkways until the issues were further discussed.

Consequently we will be retaining the existing walkway connections on 107 and 107A Avenues, however, a new connection at 106A Avenue will not be constructed.  If in future, once the 156 Street underpass has been built we will monitor the situation (with tools such as pedestrian and traffic counts) report back. Should a group of residents requests a change to these connections, following appropriate community consultation, such a requests would be re-considered. “

Meetings Federal All Candidates Meeting

Federal All Candidates Meeting

An all-candidates meeting for the upcoming Federal Election will be held Tuesday, October 7, 2008  from 7:00-9.00 PM in the Theatre of Fraser Heights Senior Secondary School, 108th & 160th St.
 
The following candidates for the riding of Fleetwood-Port Kells are slated to be in attendance:
  • Nina Grewal--Conservative Party
  • Brenda Locke--The Liberal Party
  • Nao Fernando--New Democratic Party
  • Brian Newbold--Green Party
 
Moderator-Rob Langford, Director, Fraser Heights Community Association
(Questions to the candidates will be taken from the floor during the evening)
 
 
This meeting is hosted by the Fraser Heights Community Association.
All residents are welcome and encouraged to attend.

News Pub and Liquor Store Application

Pub & Liquor Store Application

There has been an application made to amend the CD bylaw (for the development which contains the Rexall) to allow for a neighbourhood pub and private liquor store. The applicant and intended operator is Popular Group Investments which is owned by Bob Cheema. The applicant has not submitted a liquor license application so there is no information as to the occupant load or hours of operation. In discussions with Bob Cheema, he has indicated his intent is for a small pub of 12 seats with kitchen and a liquor store for a total of 1000 square feet.

The Surrey city planner has apparently sent out pre-notification letters and asked the developer to install a development proposal sign on the site. To date the planner has received no responses. The FHCA would like to ensure that Fraser Heights residents are made aware of this proposal and that their comments are heard.

We encourage you to let us know your feelings by providing feedback here.

If you are in support, some things to consider are; hours of operation, number of seats, size of the pub, amount of parking etc. The FHCA feels these items need to be addressed in the CD zoning so they can form part of the property in the future. Unless they are tied to the zoning an owner will be able to change them in the future without a reapplication. The public would be consulted when a liquor license is applied for however.

The folks at the Fraser Heights Recreation Centre are putting on Movie Under the Stars Friday, August 8th. Admission is free!

Come out with your family and friends to this unique event! Enjoy live entertainment and games then settle in for the movie on the big screen with amazing sound. Pack your own picnic or purchase food at the concession.

People are encouraged to come at 6:00 PM and find a spot (blankets in front and lawn chairs in the back). The movie will start at dusk.

Community SFPR Construction Feedback

The Gateway project is soliciting feedback about their plans for managing traffic during construction of the South Fraser Perimeter Road. They have created an online survey which can be found on their website: Gateway Project Use the menu to navigate to SFPR and Traffic Management Consultation.

Construction on the section going through Fraser Heights will begin in the summer or fall of 2009. The Fraser Heights road that will be directly affected by partial closings during construction is 176th St. FH residents may of course be affected by road closings in other areas particularly if they travel regularly to Delta.

Community Surrey ASC Workshop - May 10, 2008

The Surrey Association of Sustainable Communities is having a workshop on May 10, 2008.

Fraser Heights Traffic Calming Plan

The City of Surrey Engineering Dept. has released details of its traffic calming plan for Fraser Heights. The program consists primarily of vertical deflection devices that will cause drivers to reduce speed prior to crossing and also to reduce the tendency of drivers to divert from arterial routes by using local streets.
